The Chinese Government Scholarship – Bilateral Program (Type-A) consists of full or partial scholarships provided under educational cooperation agreements or mutual understandings between the Chinese Government and other national governments, institutions, universities, or international organizations. This program supports undergraduate students, master’s students, doctoral students, general scholars, and senior scholars.
Applicants shall apply through the dispatching authorities for international students in their home countries.
I. Eligibility
Applicants apply for the Chinese Government Scholarship (Type-A) through dispatching authorities or Chinese Embassies (Consulates-General) and choose Northeast Normal University as the host institution.
II. Applicant Qualifications
1. Applicants must be non-Chinese citizens.
2. In good physical and mental health, with excellent academic performance and conduct, and in compliance with Chinese laws, regulations, and university rules.
3. Not concurrently funded by any other Chinese government or institutional scholarship.
4. Educational and age requirements:
— Bachelor's degree program: Applicants must hold a high school diploma and be under 25 years old.
— Master's degree program: Applicants must hold a bachelor's degree and be under 35 years old.
— Doctoral degree program: Applicants must hold a master's degree and be under 40 years old.
— General scholar program: Applicants must hold a high school diploma or above and be under 45 years old.
— Senior scholar program: Applicants must hold a master's degree or above, or hold the academic title of associate professor or above, and be under 50 years old.
5. Language Requirements:
— Chinese-taught programs (meet one of the following):
1) HSK Level 5 ≥ 180; or
2) Degree obtained from a Chinese university with Chinese as the medium of instruction.
— English-taught programs (meet one of the following):
1) TOEFL ≥ 80 or IELTS ≥ 6.0;
2) English is the native/ official language;
3) Degree obtained with English as the medium of instruction.
III. Scholarship Coverage for Full Scholarship
1. Tuition and on-campus accommodation fees are waived.
2. Monthly living allowance in China:
— Undergraduate students: RMB 2,500/month
— Master's students / General scholars: RMB 3,000/month
— Doctoral students / Senior scholars: RMB 3,500/month
3. Comprehensive medical insurance during the study period in China.

V. Application Departments
Applicants shall apply through the dispatching authorities or the Chinese Embassies (Consulates-General). The application timeline and procedures follow the instructions of the dispatching authorities.
VI. Application Procedures
1. Applicants consult the “Study in China” website or other platforms to learn about universities and programs, then determine the program and institution.
2. Obtain the Pre-admission Notice from NENU:
Send application materials to admission@nenu.edu.cn with the subject “Type-A Pre-admission Notice”.
3. Applicants obtain recommendation qualifications from the dispatching authorities.
4. Applicants log in to the Chinese Government Scholarship Information System (http://www.campuschina.org), complete the Application Form, and submit required materials.
5. Dispatching authorities submit recommended candidates and materials to CSC.
6. CSC organizes expert and institutional review, then determines the final admission list.
7. CSC informs dispatching authorities, who then notify applicants.
VII. Application Documents

2. Chinese Government Scholarship Application Form. To be completed online in Chinese or English.
*3. Passport information page and all Chinese visa pages (if any). The passport must be valid beyond September 2026.
*4. Notarized highest degree certificate. Current students must submit a Certificate of Expected Graduation issued by their university. Documents in languages other than Chinese or English must be accompanied by notarized translations into Chinese or English.
*5. Academic transcripts. The transcripts must be issued and stamped by the academic affairs office, graduate school, or student management department. Documents in languages other than Chinese or English must be accompanied by notarized translations into Chinese or English.
*6. Language proficiency certificate. Applicants for Chinese-taught programs must provide a valid HSK Level 5 certificate (≧180 points) or proof of a degree obtained in Chinese-medium instruction at a Chinese university. Applicants for English-taught programs must provide a TOEFL score of 80 or above, or IELTS score of 6.0 or above, or proof of an English-medium degree.
7. CSCA test score report (required for bachelor's applicants). Applicants for bachelor’s degree programs must take the China Scholastic Competency Assessment (CSCA). For details and registration, visit www.csca.cn.
CSCA results are an important reference for NENU's evaluation of applicants’ academic competence. Applicants are strongly advised to prepare thoroughly, take the test early, and submit scores promptly.

Applicants to the Chinese Language major who submit an HSK Level 4 score of 180 or above are exempt from the Humanities Chinese test.
Before the CSCA test is held, applicants may upload proof of successful CSCA registration.
*8. Study or research plan. 600+ words for bachelor’s and 500+ for general scholars. For master's and doctoral program applicants, a research proposal in Chinese or English (minimum 1000 words) is required. For doctoral applicants, it must be signed by the intended NENU supervisor. 9. Recommendation letters. For master's, doctoral, and senior scholar applicants: two letters from professors or associate professors, in Chinese or English.
10. Portfolio (if applicable). Applicants for arts or design majors should submit samples of personal work (such as videos or artwork).
11. Legal guardian documents for applicants under 18.
*12. Physical Examination Form for Foreigners. The Form is issued by the Chinese quarantine authority and must be completed in English. Template available at the Download section of the StudyatNENU website(https://iso.nenu.edu.cn/Download.htm). The physical examinations must cover all the items listed in the Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital, or a sealed photograph of the applicants are invalid. Please select the appropriate time to take a physical examination, as the result is valid for only 6 months.
*13. Non-criminal record. The applicant shall submit a valid certificate of Non-criminal record issued by the local public security authority, usually issued within 6 months before the submission date of the application.
14. Conditional acceptance letter (if any). For master's and doctoral program, applicants may contact supervisors for the conditional acceptance letter(optional).
