Admission Guidelines for the Chinese Government Scholarship “High-level Graduates” Program (Type-B) of Northeast Normal University 2026–2027

I. Applicant Qualifications

1. Applicants must be non-Chinese citizens.

2. In good physical and mental health, with excellent academic performance and conduct, and in compliance with Chinese laws, regulations, and university rules.

3. Not concurrently funded by any other Chinese government or institutional scholarship.

4. Educational and age requirements:

    — Master’s program: Bachelor’s degree (or equivalent) with excellent academic record; under 35 years old.

    — Doctoral program: Master’s degree (or equivalent) with excellent academic record; under 40 years old.

5. Language requirements:

    — Chinese-taught programs (meet one of the following):

        1) HSK Level 5 ≥ 180; or

        2) Degree obtained from a Chinese university with Chinese as the language of instruction (HSK exempt).

    — English-taught programs (meet one of the following):

        1) TOEFL ≥ 80 or IELTS ≥ 6.0;

        2) English is the native/official language;

        3) Degree obtained with English as the medium of instruction.

III. Scholarship Coverage

1. Tuition and on-campus accommodation fees are waived.

2. Monthly living allowance in China: RMB 3,500/month for Ph.D. students and RMB 3,000/month for Master’s students.

3. Comprehensive medical insurance during the study period in China.

V. Application Procedures

Step 1: Apply via the Chinese Government Scholarship Information System

Visit http://www.campuschina.org to register an account. Select Program Category Type B and enter Agency Number 10200 (Northeast Normal University). Complete the required information, submit the application online, and download the Chinese Government Scholarship Application Form. Please refer to the Application Guide for details.

Step 2: Apply via the NENU International Student Service System

Log in to http://studyatnenu.nenu.edu.cn or https://nenu.17gz.org to complete and submit the online application. Please refer to the Application Guide for details. Once submitted, the application cannot be modified.

Step 3: Review and Interview

NENU will review each applicant’s academic background, language proficiency, and professional competence, and organize online interviews for qualified candidates. Interview notifications will be sent via email.

Step 4: Preliminary Review and Nomination

By mid-March 2026, NENU will complete the preliminary review, confirm the list of nominated candidates, and send Pre-admission Notices via email.

Step 5: Upload Pre-admission Notice and Supplementary Materials

Nominated candidates must log back into the Chinese Government Scholarship Information System (http://www.campuschina.org) within the specified time to upload the Pre-admission Notice and supplementary materials as instructed by NENU’s email. Failure to complete this step on time will result in disqualification.

Step 6: Final Evaluation and Admission

Based on the principle of “individual application–institutional recommendation–expert review–merit-based admission,” the China Scholarship Council will conduct a comprehensive evaluation of each candidate’s academic performance, overall competence, and development potential, and admit the best-qualified applicants.

VI. Application Documents

1. Chinese Government Scholarship Application Form. To be completed online in Chinese or English.

2. Passport information page and all Chinese visa pages (if any). The passport must be valid beyond September 2026.

3. Notarized degree certificates (from the undergraduate level onward). Current students must submit a Certificate of Expected Graduation issued by their university. Applicants must obtain the required degree before September 2026. Documents in languages other than Chinese or English must be accompanied by notarized translations into Chinese or English.

4. Academic transcripts (from the undergraduate level onward). Scanned copies must include all study records (bachelor’s, master’s, and doctoral, if any) up to the latest semester, issued and stamped by the academic affairs office, graduate school, or student management department. Documents in languages other than Chinese or English must be accompanied by notarized translations into Chinese or English.

5. Language proficiency certificate. Applicants for Chinese-taught programs must provide a valid HSK Level 5 certificate (≧180 points) or proof of a degree obtained in Chinese-medium instruction at a Chinese university. Applicants for English-taught programs must provide a TOEFL score of 80 or above, or IELTS score of 6.0 or above, or proof of an English-medium degree.

6. Research proposal. A research proposal in Chinese or English (minimum 1000 words) is required. For doctoral applicants, it must be signed by the intended NENU supervisor. Template available at the Download section of the Studyatnenu website (https://iso.nenu.edu.cn/Download.htm)

7. Two recommendation letters. Written only in Chinese or English by professors or associate professors shall be submitted. The letters should be signed by the recommenders and indicate their identity and contact information. These letters shall describe the applicant's objective of learning in China, comprehensive abilities, and evaluation of future growth, as well as the cooperation between the supervisors or the exchange between universities both in China and abroad.

8. Portfolio (if applicable). Applicants for arts or design majors should submit samples of personal work (such as videos or artwork).

9. The Physical Examination Form for Foreigners. The Form is issued by the Chinese quarantine authority and must be completed in English. Template available at the Download section of the StudyatNENU website(https://iso.nenu.edu.cn/Download.htm). The physical examinations must cover all the items listed in the Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital, or a sealed photograph of the applicants are invalid. Please select the appropriate time to take a physical examination, as the result is valid for only 6 months.

10. Non-criminal record. The applicant shall submit a valid certificate of Non-criminal record issued by the local public security authority, usually issued within 6 months before the submission date of the application.

11. Academic achievements (if any). Such as published papers or patent certificates.

12. Conditional acceptance letter (if any). Applicants may contact supervisors for the conditional acceptance letter(optional). Template available at the Download section of the StudyatNENU website(https://iso.nenu.edu.cn/Download.htm). 13. Other supporting documents required by the International Students Office.

Note: All uploaded documents must be clear, authentic, and valid. Applicants should use professional scanning devices and bear responsibility for unclear materials.

VII. Admission and Registration

1. NENU will inform applicants of the final admission results by email before July 2026 and send the Admission Notice and the Confirmation Form for Study in China (JW201).

2. Scholarship recipients must register at NENU in late August or early September 2026 as specified in the Admission Notice. Those who fail to register on time without prior approval will be considered to have given up the admission, and the scholarship will not be retained.

VIII. Notes

1. Applicants must apply directly to Northeast Normal University and should not submit applications through any agency. If found, the scholarship application will be disqualified.

2. If necessary, NENU will contact applicants via admission@nenu.edu.cn to request supplementary materials or inform them of admission results. Please ensure that the email address provided is accurate.

3. Scholarship recipients are not allowed to receive financial support from CSC and other scholarships (excluding all kinds of one-time scholarships) provided by the Chinese government at all levels and the host university at the same time; once discovered, their eligibility for the CSC Scholarships shall be canceled, and they shall be required to return the scholarship they have already received. For those who deliberately conceal their financial support situation, in addition to disqualification, they will not be allowed to apply for CSC Scholarships within three years.

4. Scholarship recipients who fail to register within the specified time will lose their eligibility. Bringing family members without university approval is not permitted.

5. Upon registration, scholarship recipients must submit all original application documents. Applicants are responsible for the authenticity of their information. Any false or misleading materials will result in the cancellation of admission or student status.

6. Scholarship recipients must participate in the annual review as required. Those who fail the evaluation will have their scholarships suspended or canceled.

7. In principle, scholarship recipients are not allowed to change their major or duration of study.
